The action is set against the backdrop of the confusing events surrounding the English colonization of British Columbia and an 1863 naval assault on Kuper Island. Alternating between free verse and prose, Counting on Hope follows the girls' individual story lines before, during and after their meeting. The novel captures the wonder and joy with which Hope and Letia develop their friendship and describes the tragic events, suspicion, fear and confusion that characterize so many early encounters between Europeans and the First Peoples. Ultimately a story of hope, the novel follows the two girls out of childhood, off their island paradise and into the complex realities of an adult world.

This is a story of two girls. The first is Hope, a girl from England. The second is a native american named Letia. Hope's family moves to "Wallace Island", the same place Letia's Tribe of natives have their summer camp. But Hope and her brother Alec are forbidden from ever going anywhere near the natives. But everything changes when whiskey traders come bringing tales of murders by the natives. Hope's mother begins to believe the traders, against Hope and her father's beliefs. She starts to demand that Hope's father move them back to England. While all this happens, Hope's family bumps off it's normal routine. Eventually, Hope gets so fed up with everything, that she enters the woods, a forbidden area of their island. There she see's Letia, and the two eventually become close friends, through all of what happens.
